T h e experiment must be performed with a view to the advancement by n e w discovery of physiological knowledge or of knowledge that will b e useful in saving or prolonging life or alleviating suffering. 2. The experiment must be carried out by a person holding a H o m e Office Licence.

Whichever method is used a number of points must always be observed. 1 Make sure that the animal really must be killed, for example because of ill health, surplus to requirement, or for experimental reasons. 2 Always try to act in a normal way, never giving the animal cause to be unduly frightened. 3 Never kill an animal within sight of others. 4 Never allow live animals to come within smelling range of blood; take particular care not to handle animals with blood on your hands. 5 Never use a method you cannot carry out efficiently and humanely.

Condition 1. Specifies the places where the licensee can carry out animal experiments. T h e s e are normally registered premises, approved by the H o m e Office as suitable for animal experimentation. Condition 2 . No experiment under any certificate may be performed until the licensee has been notified that the certificate has 'not been disallowed'. The submission of a duly signed certificate is not immediately followed by its coming into effect. Condition 3 . In all experiments under Certificate A or Β (whether or not accompanied by Certificate E, EE or F), the following conditions are to be observed: (a) If an animal at any time during any of the said experiments is found to be suffering pain which is either s e v e r e or is likely to endure and if the main result of the experiment has been attained the animal shall forthwith be painlessly killed.
