It codified the laws of Oregon and modified them for Alaska. Congress passed many Alaska bills between 1899 and 1901, including measures pertaining to Native welfare, education, and the fisheries. The act of June 6, 1900 called for moving the capital from Sitka to Juneau (because of the influx of miners to Juneau), although the physical relocation was not accomplished for several years.
A succession of able Naval commanders ruled southeastern Alaska. The Naval governors controlled the coastal tribes through an Indian police force and an occasional show of force, resorting to punitive action only once. The Navy interfered little with civilian affairs, and intervened only to prevent disorder and violence and to arrest criminals. Since it had mobility, the Navy more effectively administered Alaska affairs than its Army and Treasury Department predecessors had, but it also lacked legal authority.
